Force Stutter (Spell)

Effects

If cast successfully (requiring an Intelligence/Glamour Roll v. 8), the Force Stutter Spell does exactly what the name would suggest: make it difficult for your target to communicate. He or she suffers a 2 point loss of Charm, a 2 point penalty to all Spells, and 2 point Decreases to the Befriend, Beguile and Gossip Parent Skills. [Effects are relatively short-lived, and can be removed with Rest, or Confidence would no doubt bottom out as well.]
