During the slow death of the Empire of Man, plenty of Imperial projects went without pay for long periods of time; only the great love of concerned citizens and experts kept some of the lesser-thought-of institutions from going under completely. After a slew of fundraisers and grand tours, the Imperial Palace Museum of Masters managed to procure enough funds to keep its doors open; the down side is that there is never enough money to go around, and the Museum of Masters has only enough to be open half of its regular hours. Because of this extremely flexible schedule, the curator never decides if the Museum is going to be open on a set day or not until the day arrives. Therefore, there is only a 50/50 chance that the paintings of the main collection will be viewable on any given day. The special exhibition maintains more robust hours, but is maintained so haphazardly that it attracts relatively few guests.
