Mineta has been called the City of Ten Thousand Books, and nowhere is that more true than in the Upper City, where it seems every passing galleon and skiff carries with it five hundred copies of an ink stained newsletter from some distant port your couldn't hope to find on a map. If you wish, you can spend some time surveying all these periodicals, and try to formulate in your own mind a reasonable representation of what's going on in the world - and, in doing so, you'll gain a +3 Increase to a Random Heraldry Skill, +2 to a random Economy Skill, and +1 to a Random War Skill, if only for a week at a time.
