The City of Metropli is - or was - a small city on the outskirts of Mineta. Back when the Imperial Palace was first built, this city was a half days walk away from the palace; now that things have grown and expanded, the outskirts of Mineta and Metropli are practically within sight of each other, and Metropli seems more Iike a neighborhood than a separate entity.
It's not a nice neighborhood, either.
