The story goes that in the earliest days of the Empire of Man, soon after the New Gods stepped back from the bare face of the world, a king of lionkind made a visit to the human Emperor, with a retinue of tigers and gryphons and a single phoenix carrying their banner, and proposed that they live as friends and exchange the wisdom of rulership for a year and a day. The Emperor agreed, but the lords around him made treasonous whisper, Jealous of the attention the inhumans received, the lords betrayed the animals and deceived the Emperor, scattering the tigers and taming the gryphons and driving the phoenix to sleep high in the cold of the mountains. The lion they caught and placed in a cage, in the hopes that they could share in his wisdom.
In the end, a humble woodcutter freed the lion, and the story ended in bloodshed, as so many good stores do.
It probably isn't true, of course, but there really is an ancient cage with bars that do not rust in the heart of the Imperial Reserve
