Different from a light tower, this Lookout Tower was originally used by city guards to discover and arrest thieves and ne'er do wells. Though the Captain of the Mineta Guard runs a tight ship, he can't perceive all that goes around him even with these watch towers and so has abandoned their use to the general populace.
